Can TK's now heal wounds at Meditation IV without having Master???

My friend(a MTK as well as me) said he taught someone meditation IV and they sat right down and healed their wounds. He might have been smoking entirely too much weed, but i usually don't doubt him.

This get changed?

hheeeeeeeeellllllllooooooooooooooooo can someone just say "no you idiot" IF they know for sure that meditation only heals wounds at master?
