For general exping and PVE I find that marabi armorweave is the best for a tka.
Reason beeing most of the mobs you will be fighting will do kinetic dmg (melee dmg). Bazaar quality marabi armor can have as much as 17% kinetic resist. You will get a light armor bonus of 25% on top of this because most of the mobs in the game do not use armor peircing weopons/attacks. You will take about 42% less dmg per blow wearing this armor. The reason I prefer marabi over other types of armor in pve is the VERY low encumberance penalties. It will not debuff your stats much at allcompared toevery other kinetic resitant armor. So you will get good melee protection but not have a noticable increase in ham cost.
As far as PVP goes composite all the way. It is the only armor type that can protect against almost all the dmg types players can do.Its bad enough with kiting issues as a melee, so you need as much protection as possible.
