I can verify that speed does work! Just watch your modified weapon speed and equip/unequip the clothing with an unarmed speed mod to see the difference.
It's hard to test the accuracy, ctrl+c shows that it goes up with the modded clothing and it 'feel's like i'm missing less with the +25 in mods on my clothes but I offer no guarantee.

It seemed to work for me also, sorta, guess that diminishing returns thing makes it hard to really gauge. I am capped in accuracy and speed, spent plenty of damn money on it too LOL.
I notice the DPS go up and noticed it displaying in char screen, but so does damage mods in the skill screen.
wish there was a confirmation from the devs on this as its really hard to tell, think timestamp on combat log doesnt tell much

i dont think the unarmed acc mod works with a weapon 
niether does speed.
