which is the best armor for a tka who does specials alot? what percent resists and for what? I want a suit for both PvP and PvE, can be 2 seperate suits, can be one suit.

personally i have 2 suits one ubese 75% kinetic for pve unless they shoot back. and a suit of composite 60% on all stats for pvp. i prefer to use the ubese though since it has alot lower ham costs and will alow for the specials with little or no buff

Shish, isnt that obvioust that there is no armor, other then composite in this game? The rest is just high-encumbrance clothes and badges of wealth (ST, RIS)
And just to answer ur next question:

Get some of that 80% kinetic composite armor oh and also make it so its stun layered that would cost 200-300k if you dont have enough money i also recommend 80% kinetic ubese! (^_^)

I have 2 accounts! One a master armorsmith which I rarely play anymore, and TKM/Novice Carbineer. I can make any suit I want. 
I keep my 37% Stun 70% Electric 60% Base Suits on my storage vendor in stock.

As odd as it sounds I have used 30% bone in pvp when un buffed. It allows some energy protection against ranged and lets you spam alot. It is kinda a kamakazi suit though either you spamming kills them or they kill you either way someone ends up dead fast. If you die whoopie it bone armor so who cares and if you were not buffed in the first place you didnt loose 6k to a Doc. Then just meditate at the clone center door and repeate the fun.
I mean EVERYONE is walking around in the same composite armor and to me that is boring.

I use Composite 90% down the line, paid for it too
RIS? Its buggered, like armour used to be, composite works way better, but it looks cool 
If you can get stun layered armour, I got a 40% Stun suit with 62% down the line as well, thats my anti rifleman wear...but the MCMs get me still....hm..

i don't even use armor for PvE
even with the capped defenses i rarely get hit. Just a set of buffs + brandy and i'm good to go

I don't use armor in PvE, and rarely use vk's. No decay, no armor or weapon cost. My missions are all profit.

PvE - Ubese or No Armor
PvP - armor if it's a GCW, no armor if it's just a duel of course make sure the other guy is wearing no armor.
