i thought this was a decent idea nto so different from stuff we have been hearing. Just different in the way it woudl come about.
If you really want to add an elite layer you could put it at the master box and have skills that unlock as time progresses so if you are a 6month vet of a profession you get better modifiers, 12 months a new skill, 24 months better mods again, 48 months a new skill.

Then people would start complaining why it takes so long time until new skills or modifiers are unlocked?
I think, learning by doing is better than learning by waiting

I think every character should have a moderator that monitors their day to day activities and determines if they skillfully accomplished something or just grinded it 
You could call it your own little "god" pray to it and it could reward you with uberness if they are a nice guy, or screw you if they hate you
ROFL, a most rediculous Idea I just had to bring to the table

The other side of the argument is that eventually you'll have a bunch of legendary BHs or Riflemen running around and eventually people will want to be elevated from a "legendary" smuggler to a "you have never seen a smuggler so grand" level and so on and so forth...but hey I kinda feel that it would be cool if people could carve their own identity with a profession rather than "okay, I've been a TKM with Master Swords for a month now and I'm bored...I know I'll be a TKM with Pikes!"
The Devs aren't smart enough for this

SOE would only have to hire like 100 ppl to do that since theres about 100 ppl left that arent jedi lol
