At TKM, with max speed, what delay weapon hits 1.0 speed? I'm going to shop for a VK, and I'd like to get one that will hit top speed by the time I master.

At TKM, everything you do no matter what the speed of the special or the speed of the VKs, you'll be at the speed cap. Speed bonuses are a percentage, and TKMs have over 100 speed, so you will always be at the cap.

So at 110% speed, you mean a 3.0 speed weapon becomes 1.4? (3 / (haste% + 1)). Which would mean a 2.1 delay weapon will hit the speed cap of 1.0. 2.2 or higher would not. Am I understanding right?

The speed formula is: final_delay = special_delay_multiplier * weapon_delay * (100 - speed_bonus)/100

So, if there wasn't a check or a cap, the speed would actually be negative. /boggle. A 100% increase would make the speed 0, but it's capped at 1.0, so everything you do no matter the speed of the weapon or delay on the special is at the speed cap.
