Encumbrance, with low sub stats, the special moves with a VK equipied cost a lot. On the other hand an armor reduce the damage you take. It also depends about which kind of target you fight.
I believe that most masters TKA don't wear armor unless they hight level npcs or creatures ( it is my case ).

Maybe try an abvanced ubese ?

Edit : there is a bit of roleplay too...I don't know why but TKA seems to like fashion and nice gear ( composit isnt nice too look at ).

2.) I am in dire need of a good tip on how i should set my stats, I have high encumb armor but i can get doc buffed to use it, so i was wondering what a good set up for my stats would be.

If you can get doctor buffs anytime, I suggest you to max out your mind stat ( when you get powerboost that will be usefull ) and get your focus/willpwoer as high as you can.

3.) finally, somewhat off topic.. I am trying to finish the Bestine political quest and have often gone to the Tusken Fortress looking for this "unusually strong" tusken but canot find him, i know he is super strong (300k ham) but does anyone have any tips on where he spawns or how often?

No idea, sorry.

Any help with these questins would be greatly appericiated.
