Where is everyone finding the info on where it tells/explains the next big update/NERF? Could i get a link or just have someone copy and paste it to here?

I went to the Dev Tracker and still couldnt find any info, maybe im blind /shrug, could someone post me a link or copy, paste the upcoming patch info?
