I know, im saying carbineer can only cap if you have a 1 speed wepon, unless you get bh line....so would tkm/carbineer be any good? Or would it seem slow after being capped with ANY vk I used.

Carbineer is mostly a crowd control profession. If you get into large scale PvP I guess it would be handy to have it along with TKM. I've never done carbineer though so I'm not speaking from personal experience just from what I've heard.

would this be any good? I like the idea of using carbines, but I'm left speachless by their speed mod. Going from tkm where you speed cap in your profession to where you can only get 1 shot per second with a 1 speed wepon (withought bh) may hurt, lol.

1 shot per second is the best you can do with any attack, ever.
