Well first one is max mind because of powerboost.
The rest is up to your play style. If you want regen obviously you need the stats in it, but if you don't mind using stims a fair amount then base lvls or just enough to wear your armor.
There is no best because if your a doctor or get buffed all the time your first 6 stats are pretty meaningless. The buffs are going to be a lot more than any permanent stats you have.
I tried Maxed regens and max mind stats and lowest action/health and it worked fine. I did need to be buffed though.

that is my ham setup. with powerboost, my main 3 pools are 1200, 1200, 1500. the style i play when fighting creatures varies depending on creature, but the typical battle follows. i lead with debuffs (intim, blind, stun) while not wearing a vk, and then ''work the body'' so to speak, with basic autoattack (with vk on). once the target gets down to about 20% ham, i get impatient and start to spam uh3. if i'm close to full ham, i will leave the vk on. if i am under 1/2 ham, i will do the uh3 spam w/o vk on.
if i'm fighting an npc, i will stack dizzies and then kd, then spam uh3.
i have first aid 4 and wear a +inj treat modded outfit. i don't typically wear armor, but i have a composite helmet queued in my quickbar in case i take a few head hits. i am currently waiting for my tailor to come back so that i can get a new modded outfit with +inj, +int/war, and +stun/melee. i don't like wearing armor, because my secondary health and action stats are very low, and i rarely have doc buffs now that i am done grinding xp.
how does it work? fabulous. i like the fact that i can be a powerhouse one minute and then return to frail human form the next. also, i have my mind substats pumped fairly high because i use alot of stims generally (both on myself and my group) and getting hit in the head is inevitable, so i like to be able to recover from a few head hits while fighting (especially when fighting really big game).

I found a real nice fighting way. Run up us KD,then Dizzy, then Body hit or Leg hit, depending what bar KD and Dizzy hit, for me it is usealy Health.
After you KD the npc or mob, use warcry! That rocks.

When I'll have master doc will drop all stats to 400 and put points to mind/focus/will. Usually I start of with berserk (usually dont bother with debuffs as I can take most mobs up to CL40 with no problems), when berserk wears off then kd+3*ua2. If I'm not facing many opponents then just kd+3-4*ua2 and target is usually almost death. With NPC's prolly same as everyone else (intimidate) dizzy until it sticks then kd and finish it.
