ok i know ca's are more prized than AA's. iv' looted a ton of em but never really used em myself. iv'e decided to start using a few nice ones iv'e been saving question is?
Does the effectiveness of AA's decay with the armor they are attached to? or are they 100% effective right until the final death of the armor piece they are attached to?
Second regarding CA's question is the same? are they 100% effective right until the piece of clothing finally dies?
Third question...is there any way to remove them from an article of clothing or piece of armor? I dropped one by mistake on skirt and wanted to remove it if possible.

No the AA does not decay currently. Even if the armor hits 0 condition the AA will still give you the bonus but you will get no protection from the armor. Same goes for clothing attachments. If the item reaches 0 the attachment still gives the bonus.
No there is no way to remove any attachments from clothing or armor sadly.

Look at it this way...it'll be funny to see you chasing some panicked padawan through the Mining outpost, kicking his ass, while wearing a cute lil skirt the whole time..LOL!

From what I understand once armor hits zero the mod no longer works. So if you have an AA put it in a mabrari or ubese belt. Both have zero condition so currently they do not decay and the mods will work. Course, that probably will not last forever.
Same applied for CA's put in belt or shirt. (Shirt of belt because you can wear with full suit of composite).
Hope that helps!
