ATM I'm using a pair of 1.6 147 vk's. I'd like to move to a pair of 2.2 damage sliced VK's as soon as possible really.

How far up the third column do you need to go before you hit the once a second attack cap using specials?

With a 2.2s VK, you'll definitely hit it at Power4. You'll probably hit it at Power3. They delay modifiers for TKA specials are not well documented (probably because they don't affect most TKAs) so I can't be more specific..
