I want to be a tera kasi master and woundering if I train in the village and make all quest in phase one.. will I be abel to train in phase 2, 3 ,4?

First, what exactly does the village have to do with you wanting to be a TKM?

Best bet is to read the Guides on the Jedi Forums, as they will have the answers to your questions...
