MrHeavy, I assume you (and the Test Center) already know about this, but I don't remember reading about it and just nailed it down last night.

It appears that post wound-healing-via-meditation, I often get my armor encumberance applied twice.

Example:
400 base constitution. 330 encumberance. 500 base strength.
Log in, I see 70/70 constitution, 170/170 strength.

Take some strength and con wounds (generally, I'm buffed via power boost and via doctor meds, this may or may not have an effect).

Take 20 wounds to each.
Strength 150/170, 20 wounds, 0 modifiers, 330 encumberance
Constitution 50/70, 20 wounds, 0 modifiers, 330 encumberance
Sit down and med.
Strength changes to 1/170, 0 wounds, 0 modifiers, 330 encumberance
constitution changes to 1/70, 0 wounds, 0 modifiers, 330 encumberance.

Did some more controlled testing, using mind pool subs since I had enough there to pay double cost.
With 200 encumberance and base pools at 600/600, I should see 400/400, modified by wounds. What I'd end up seeing post healing focus wounds would be 200/400, 0 wounds, 0 modifiers, 200 encumberance.

It appears that after wound healing with meditation (and possibly other mechanisms, possibly modified by being buffed), it takes encumberance off the max, then takes it off the current as well, if that's making any sense, with a current min of 1 (enc 122, 122 off max, then 122 off of the current above and beyond the max reduction).

This substat damage can only be repaired by full logout so far as I've seen (the kind where your character actually leaves the world, not just going LD). Using a buff to the substat (like, say, sunburn) increases the current by the amount of the buff (and also increases the max), but doesn't do anything with the phantom damage, and when the buff ends you of course drop to your old levels for current and max.

Yep its a known bug and the way to get around it is to not meditate with your armor on.

I have a problem where, at some point while I have my armor on, I get bugged to where I have stats like I do with my armor on (i.e. 96 action out of 400 normal) without armor on...

It has something to do with armor and power boost either wearing off or going on. Its really annoying. I'm glad I found out I can fix it by having a wound in one of the secondaries affected and healing it with meditate. Also, logging off completely fixes it. As does dying.

But its highly annoying.
