The schematic is a random loot drop from Death Watch NPCs in the as of yet, unreleased Death Watch Bunker dungeon. A few schematics were obtained on Test Center when we had access to the dungeon. For the moment, however, the dungeon has been closed off on Test. The method for getting the schematic might change slightly, but at least before it was just a random drop inside the dungeon.
The dungeon itself is scheduled to be released to live between publishes 9 and 10, so figure the new weapon schematic should be available on live sometime in June

Besides the NS vibros, what else does it call for. Resources / Stats needed. Would like to beable to have or get the stuff needed in advance.

At present it's the same resources as a regular VK: metal, ferrous, steel and copper, requiring high shock resist. I used some 995sr steel and some 797sr copper.

Yes, it also requires a schematic. They are 1-use. But compared to the Vibro Units these are quite easy to obtain.
