I occasionally wear cyber arms, and not noticed a difference, my answer is NO!

I wear both the rez arm and the lightning arm and TIA works fine for me still.

Not so far it isn't. It's special is that it delivers a lightning strike, but the timer on it is pretty long (30 minutes?) and the damage isn't that good compared to a Swords special. I've kept it on for the looks, really.

from what i've noticed, it only does 15-30 dmg per hit. . and that hit is a 5% chance, not worth it imo

Yea i use my rez arm but have accuracy mods on my shielf generator so i am balanced out.
