Unarmed Dizzy? What effect does that have on a target?

can anyone tell me what dizzy does?
i know and verified that stun, blind and intimidate lowers stats and finally the damage output of the target. i havent noticed this with dizzy. actually i havent noticed any change in a dizzied opponent or myself when dizzied. the pre-cu effect is not working as dizzied targets get up after knockdown with no problems.
as its the only state attack we have can someone verify if its worth using it?

I think right now all it does is increase your chances of a successful KD.

Nope, it decreases the opponent's accuracy causing you to take some - 5-6% damage

KD/Dizzy does still work, the thing is brawler and marksman both have kd recovery at novice which never fails.
