I have a suit with One-handed mods of the same type, and they definitely work, so I'd assume these works as well.

Un armed speed appears to be working. Havent got any definite figures for the accuracy yet

Accuracy is hard to find out, you have to test it with a friend who has both times the same defenses.

If your accuracy is lower then the defense of your enemy you may miss sometimes him in combat, if your accuracy is the same as your enemies defense you will always hit him and if your accuracy is higher then his defense you'll be going more damage per hit.

Accuracy is wonky I think. I once missed a level 79 bol 5 times in a row and later on smacked the unsori queen repeatedly without missing once.

In neither case was i using acc mod's.

I know the differences do apply, but every so often.....the server just decides that you dont really need to wear out your weapon. Now I just make sure to start my day with a big bite of some Crispic (+61 Melee Accuracy Mod).
