Tough call really. The best thing I've heard about Rifleman is mind bleeding and sniping, but Carbine is better is a closing and kiting weapon. It may come down to your play-style.

Also, rifleman bleeds mind, which can start to reallydrop people's mind secondaries, getting them out of the fight and into the cantina sooner.
Rifleman specials also use mind. So many times have I seen people incap themselves by pulling too many specials...

The two compliment each other so well. If you could get flurry2 and charge shot2, you could AOE Dizzy then AOE KD an entire group of people. Rifle would work better if you have points for suppression. Flurry + Suppression = flat on your back. If you don't, go carbine for charge shot and crippling shot. Also, rifleman bleeds mind, which can start to reallydrop people's mind secondaries, getting them out of the fight and into the cantina sooner.
