I had this happen, too. I even tried clicking Force of Will again, a couple times. All it did was further drain my HAM's and add more time onto the incap timer.

I used force of will again and it worked this time. I got up from the incap and all pools drained.

It's true. I'm not sure if it has to do with the timer or not. I used it and it drained all my pools. I remained incapped.
