So was he a BH using a geo pistol or a rifleman using the "ubah ion"?
If he was a BH he would have been hitting you for 6349 damage (6349 * .25[75% pvp reduction] * .5 [AP1 vs AR0] * .63 [stun resists] = 500). That seems a little high for eyeshot, I'm not sure what the damage modifier on it is, but I'm guessing that would have to be a pretty big gun.
You should blind him right away, reduce his accuracy so he isn't hitting you so often. Then I'd try to get the dizzy+kd on him, and, if he truly is a bh he'll have crappy defenses so that shouldn't be too hard to do.
Why are you asking for tactics?
Just be like everyone else and whine, moan, groan, complain, threaten to quit and type in all caps with poor spelling and grammar.
You'll get much more responses and 5 stars that way. 
All I can tell you is hope the guy on the other end is stupid and gets in range. Also keep moving since that'll throw off their accuracy.
Or do what im doing 
pick up a ranged prfession that will allow you to get in range
Im a master pistoleer working towards TKM and Master brawler. I figure with pistoleer i can get up close and then switch to melee and SMOKE they *** like a pack o' Kools...( not to mention using a geo pistol on em while im running in can drop their stats somewhat for the onslaught of boots to the head that will soon follow...
