apparently they stack. when the devs said they were not going to.
you can have ranged and melee mitigation at the same time with a flame thrower

I have also seen lots of people going fencer. From Pvp exprience i saw a Commado/Fencer take out a group of 20 in a citt raid the other night.
Every other resisdent of the rebel town was either dead or ran like punks, the said Commando/Fencer walks into town flames us all. Meanwhile the guy is catching serious fire and managed to ride into the sunset unscathed.

the number of ppl you kill makes no difference. Its the avatars of pvp that matter. The best players are know are: soulbreach, delz nope and myself 
I concentrate and finding these ppl and attempting to acheive victoy! *which is always a very long and close battle (the exception is delz who usually killz me quickly, pre-patch)
