Look for a 38% stun helmet and a 49% Stun PSG. Keep them intimidated, and use mind food along with music buffs. If you do all that you should be fine. The big problem is the jawa ion, so thats why you need all the stun protection.
If they run away use lunge attacks, and if they are to far away for that use warcry and find cover or burst run to them. The main point is to stay as close as possible to them, but if they do get to far away once again use warcry or burst run to them.

Every state effects his ability to cause Dmg.
int cuts his DPS in half. If he has a t21 with armor there is another 25% - 50% becuase of the heavy AP he has with it. Throw in some snythsteak and it cuts that total again in half. At this point you have only done INT and you have cut his DPS down to very little. Iam sure someone who is good at math can bang all that out and give youa %.
I do believe stun Also reducse Dmg output. When I have it done to me I noticed a difference in my DPS.
INT is Priceless
Lunge 1 or 2 is HUGE! NEver leave home without it.
Dizzy Is HUGE!
Honestly In most duels I have fought, mostly melee,, so I tend to do dizzy, lunge1. Because if ppl are smart they will use The KD Food and keep us from landing a KD not knowing or caring about dizzy, Lunge. In a Duleing Situation that is. In a group PVP situation ppl have a bunch of food they will take and a KD might be easier to land. But when he is prepared for u its harder.
Just remember what you learned and keep dueling his ass soon or later you will be getting the best of him. Close distance, Int will be the difference.
As for foods check the time on them. Take something that has a longer time on it first a few mins before the duel. this gives you time for your stomach to empty. This will let you take your other life saving foods/drugs Later.

One think i do to avoid the rifleman get away from me is to simply use the /follow command, and the /burstrun to get close, once i'm close the opponent can't get away without me stuck behind him, using lunge to catch him if he tries to /burstrun himself.
Just a small tip i didn't read over there.

Get another ranged combat prof to help you such as smuggler or carbines. This will give you a ranged KD. Works wonders. Once you KD him switch weapons as you close the distance. If he gets up and uses burstrun just do the same and start hitting him with state effects (you can spam any state effect except for the lunges and KDs) and then go off on the mind hits. As long as you keep the mind down he cant heal it and he cant spam his specials. And as long as you have doc you can always heal your health and action so you are gonna want to use the rest of the food/drink/spice for mind buffs except maybe one dose of steak.

so u dont want to die all the time---
this may sound a bit cheap but it works
first let them start at the distance they want (50m) or there abouts
the when u duel the first thing to do is to get a burst run (same for fighting pistoleers and any ranged prof) run over and start beating the
crap out of him mind hit and lots of intimidates mind poisons if u got them because rifle man uses alot of mind warcry and any effects u can
land on him/her this has worked for me many times and i hope it will work for u

Burstrun only works if they're stupid and don't burstrun away, which just kites you.
