You can still buy bio-linked items from vendors as I did so with a Knuckler of the Katarn after Publish 18. I'm actually going to go shopping in a little bit for weapons with an eye towards some of the bio-link ones so I'll post my results after.

Check out the Smuggler forums. Msmugglers are having trouble getting slices higher than a couple % and sometimes get negative (yes reduction) slices.
