You've got a pretty decent defense vs posture change IIRC, so lunge doesn't always work.
And I will hit the crap out of a pistoleer if he stands there, but if they're running and shooting, even if i'm close I won't hit because of the lag - "Out Of Range" just keeps popping up.
So yeah, all I seem to do is chase pistoleers spamming lunge in a hope they kneel. Most pistoleers aren't that good and will stand there, but others I just can never catch
"so lunge doesn't always work"
since when are we supposed to win every fight we fight?

If your ping is high you probably shouldn't be in a melee profession.
My ping averages about 53 usually and I have no problem getting close to pistoleers and others who know what I am. TK is my preferred way of life but those who do not improvise do not survive. Therefore I have added Rogue (Dirty Fighting IV) and am mastering pistoleer.
There is no set method to win a fight. You have to improvise as you go.
For example a duel with a guildy pistoleer last night went as follows. We're both in adv composite, both buffed, and I'm powerboosted. Duel starts, he's running from me because he knows what I am. I give chase switch to a low speed fwg5 and try a few lowblows(ranged kd), as usual nothing sticks (am I just unlucky with lowblow?) So I stack my two pistol health bleeds(they always unnerve your opponent and they pay no attention to armour) on him and keep following with default pistol attack, Pistoleers are forgetful , if you switch to a gun, they go into typical pistol vs pistol mindset and forget that you can switch back. I find I'm close to him, switch to unarmed and kd him and uh2 him a couple of times before he gets back up. He runs off again, so I'm back to fwg5 default attack, he must have been spamming alot of specials because I suddenly notice that he's very low on mind so then I get close to him and spam the hell out of mind hit with vk equipped. bloody vk's took my mind down pretty low
but I incapped him.

Just go...
Master Pistoleer
Smuggler 0-0-4-0
Teras Kasi Master
And use the rest for whatever you want...
You will be deadly close, mid, long range.
Unless you like having a handicap...
Plus Pistoleer defenses (except dodge) works wonders with TKAM.

for a gun is a cowards weapon

Better a live dog than a dead lion. (The Bible has so many great quotes!)

i like pulling out a pistol and hitting them with panic shot then low blow. Then running up to them and beating them senseless.

Honorable. Not wise, but honorable.
Patton said the object of war wasn't to die for your country, but to make the other (censored) die for his.
Solomon said better a live dog (the most despised creature in the Middle East, a symbol of cowardice) than a dead lion (the symbol of honor)
The Marines have a saying "The only unfair fight is the one you lose."
So, keep your honor. But stop asking for advice then. You asked how to catch a pistoleer. The best answer is go prone and whip out your T-21. You sought advice and it was given. Don't scorn the advice because you refuse it. Just realize that others would like to win rather than have their honor in the respawn tube in the cloning station.
(Calling everyone else "cowards" isn't honorable by the way, it's arrogant.)

Oops!! I realized you weren't the one asking for advice. Sorry. You were just here to tell everyone they are cowards.

I've heard it so many times....I'll say it again, Don't bring a knife (or fists) to a gun fight. It's star wars, did you really expect a whole lot of slashing and hacking or a crap-load of blaster fire?
