From what i've been seeing, It looks like dodge/counterattack/block is only in effect when you are holding the weapon that gives it. After looking at several different forums that are testting defenses it looks like out of the 3 types of defenses, (active [dodge, etc], state, and generic) only active defenses are tied to muliple weapon types. (dodge only workswhen using a pistol OR 1 handed sword).
