If you're after a tank/damage dealer then I'm sorry to say that TKM is really a waste of points. All you want from TKA is Balance I for the Improved CoB. There's nothing else of much use to you in TKA. (This is the profession's problem right now, but that's for another post.)
You could go for something like Master Pike or Swords + Master Doc + Balance I from TKA.
I think off the top of my head that that all comes in under budget. It gets you the best thing TKA has to offer plus the best healing you can get plus either AoE attacks+Intim or Advanced+Area Taunts.
Both versions are much better at holding agro than TKA and both are better at taking damage. (Holding agro + taking damage = tank, I think?)
Either Pike or Swords mastery gives you battle armor cert and no hindrances and, since that can be crafted to be stronger than TKA innate armor plus hold health buffs and AAs etc, all you lose is the cash the armor costs you. Your post gives the impression that that won't be an issue.
I love TKA and find it a shame that all we have worth taking right now is the CoB in Balance I.

while it is true that the best special from TKA is found in tka 0100 (you're right, different discussion)don't discount the entire profession. TIA is very valuable. it is equal to 6000 battle armor, it doesn't wear out, it isn't replaced by BE clothing that you deign to wear. because of TIA, i now have terrain neg. equal to scout 4000 w/o the 29 skill pts invested. it is true that crafted armor can get better and has AA abilities, i still hold that something that doesn't get worn out to be infinitly more valuable.
i hold that the center of every tank build should have TKA. it is a personal thing i guess.
to amend the build that you listed: why not get doc 4000 only? it has all the heal ing you need, leaving you skill points to vary your template?

I'd bet with some jiggery pokery you could get

to get up to CL 80 as well. (It's far too late at night for me to try and guess what the other stuff might be to add up right either for skill points or combat level.)
I am TKM with no plans of changing. If the OP is just coming back to this new game then I wanted him to be aware that, in my experience so far, no combat profession does less damage than TKA. Like jiro09 says, if money is an issue, decent armor for free is a boon.
