Violent strike = 2handmaleehit
When you watch the combat window it says violent strike when you use 2handmaleehit.
1. If any damage modifiers are constants (not percentages), you will always be better off with a faster weapon with the same ratio than a higher damage one.
For example, it's been said that Berserk is changing from 2x damage (200%) to 75 extra base damage per hit. Do the math, you are better off with a faster weapon because the damage is absolute, not based on what your weapon can do. It's purely a matter of speed.
2. This is not so big of a deal within the same weapon type, but if you have a faster weapon, it allows you to change attacks or do other things, like heal, in a much more timely matter.
Think about power hammers with 5.0+ seconds between hits. A lot can happen in 5 seconds or longer if you have moves queued up. You may want to change your mind, toss in a heal, etc. but will be unable to for longer with slower weapons. Will this be a big deal between a 2.2 sword and a 3.0 sword? You never know.

76 DPS for the first.
83 DPS for the second.
It's not even a question, the 2nd blade would deal more damage on average, in a shorter period of time (DPS). Unless you have 90 points of 2H Melee Speed, you aren't going to hit the 1 second cap with the 1.9 speed weapon.
Grab a Power-Up that lowers HAM costs, particularly Action for a 2HCS. The absolute best would be a Lightening power-up of Precision (~30% Action cost lowered, ~15% more Min damage). Of course, that's personal taste, I like Min damage power-ups over anything else.
When I was a wee lad i would have gone for speed. But once you get up the tree you will realize speed doesnt matter with all the speed doesn't matter much with all the speed bonuses. There are some big advantages to damage. First, you can kill things with using fewer specials. That equals less damage to yourself. But when you are just starting out, and the time between attacks is your weapon speed, go for speed. Especially since we are so inaccurate when beginners
DPS (damage per second) is increased more by speed, than by damage. Let's take an example:
Weapon X: 50 - 100 damage, 5.0 delay
DPS = 15
Now let's increase the DAMAGE on Weapon X by 25% (by slicing or whatever). The result would be:
62.5 - 125, 5.0 delay
Resultant DPS: 18.75
Now let's (decrease) the SPEED on Weapon X by 25%. The result would be:
50 - 100, 3.75
Resultant DPS: 20
As you can clearly see, SPEED influences the DPS of a weapon more than DAMAGE.
So for normal fighting (no special moves), it would always behoove you to pick a faster weapon.
