Eran Sif has some Trandoshan Guards at her bunker on Talus. These Trandoshans wear boots.

Dang jedi trandos can also wear boots. They are crimes against nature, I tell you!

Also, Eran Sif's Rodian Guards bought the SWG Special Edition, because they have the goggles.

In situations like this, I think the only answer is to exterminate them all. After all, those dang NPC's breaking the rules are what start half of all customer arguments. "Oh yeah, well I saw Eran Sif's guard wearing it!" A pox on those rule-breaking NPC's making our lives difficult!

and all they drop when you kill them is some crappy Vibro Axes and Republic Blasters, so it's barely worth the effort of exterminating them.
Now Eran Sif, she's a different story, that white dress wearing, nightsister bicep wearing woman can sometimes drop some nice loot. looted a +5 2-handed melee speed armor attachment off her once, and then became 5 million credits richer.

I will have to go find those shirtwearin, vest layerin', sportin a duster NPCs I saw...
oh that made me growl..3 chest layers with the belt under the coat....
*makes me think everysingle time I see such a thing, "If the graphics are already INGAME what the fluck is the problem?!?!"
the original shots of the races had boots and sashes and capes too...
just look at those clothes, see how they fit and flow!

i would have been a trando if they could wear boots, i just think it looks really wierd how savage trando have a nice clean cut were there pants cut off 
but the cammdo trainer trado has boots to but they are to small so it looks more like his pants are torn whitch i think is badass

Just remember this all... Trandos could wear boots and gloves way back in beta and it was the testers who called foul (continuity you know ). They actually increased the size of trando calves and feet giving us (my alt is Trando) those big stumpy legs. That's why sometimes when you see npc trandos wearing boots they look too small and clip into the legs.

They were all posed in a 3D modelling program I wager. They did seem to lose something in the translation to game mechanics, didn't they? (Don't know about you but my biggest bugbear as far as layering clothes goes is clipping... ooh I hate when things poke through where they shouldn't)
