The backpacks are madefrom Reward Scrolls that come from themeparks.

Jabbas does one, Imp another.

The scroll allows a Tailor to learn the schem and 'recall' it 3 times,

both styles of back packs (specop agent, and lightweight military) take a HD Leather which is a looted only componant.

So if you get the scroll schem contact your local tailor and begin discussion on them helping you create one from the scroll,

or just purchase a premade ready to go (which beleive it or not is actually what I recommend doing)

I have seena few vendors with backpacks with what looks like the usual bio type mods.

How are these added to packs when they don't use the right cloth?

There are two looted schematic backpacks that come with mods in them.

Yeah I tried for ages to get one of these backpacks with my alt char and then gave up. Then guess what........ I was crafting away with my main char when a tell came trough allong the lines of: " I have this awsome backpack schem can you make me one PPPLLEEAAASSEEE!!!!!!! "

So I made him one and he let me keep the other 2 from the schem as payment

I am a very happy Tailor.

Too bad you're not over on Intrepid; I've got them coming out of my ears. (Since they have useful stats on an item that otherwise has none and only use a single loot component per item, they're arguably the best of the loot schematic items. Well, second best: the Tailor Crafting Apron blows them out of the water.
