how should I categorize my sales in vendors?? my original plan was this:
Vendor: Jewellry - Footwear - Bandoliers - Hats - etc (all the smaller things)
Vendor: BE Clothing (When it is fixed)(Be clothing
)
Vendor: Shirts, Tops and Jackets ( all shirts, all tops including bras, and all jackets including dusters and cloaks)
Vendor: Pants and Skirts ( all pants and skirts)
anything I missed or does this sound like a good plan for vendor stocking?

How you set up your vendors is entirely your choice, so go for what you are comfortable with
What you have described is not a bad set-up and I've seen it (and others like it) a few times on my travels.
One thing I would like to throw out for consideration is either having a 'ladies only' vendor or marking ladies only clothing as such. Before I made a seperate vendor for those items of clothing I was doing rather a lot of refunds for male characters who were buying dresses they could not wear!

It is completely up to you, and your current merchant skill
Currently rebuilding my vendors but when I'm done I'll have bags belts and bandoliers, ithorian and wookie, dresses and bodysuits, shirts and vests, pants and skirts, cloaks jackets and robes, shoes and gloves, hats and jewelry, plus another vendor for BE/specialty/orders etc.
In my opinion, yours seem nicely spaced out.. but from personal experience, you will have a few with a lot of items on them if you are going to have a big color choice available. Shirts/Jackets is a lot, and so will the first one if you offer everything makeable.
Ultimately tho, it is your shop, and your choice

I usually set up my vendors by gender, so that boys don't accidentally walk off with girl clothes (since the clothes are not labeled well). After that, I will split things up further depending how heavily I stock things. Ideally, I don't want a vendor with 300 items and then another vendor with 50 items. I don't want my customers to have to turn the page too much. Indeed, they don't like turning the page the first time.
