No, if you check the master artisan box it only contains schematics, not skill mods.

Also having engineering 4 will only help when it comes to artisan clothing items, it has no effect on the clothing gained at novice tailor and above.

well, at least I can get the master artisan badge now

I heard the chances of getting more sockets come from the engineering line in artisan, does that mean that someone with master artisan has a better chance of getting more sockets athan someone with engineerin 4??

Well, people keep saying that engineering 4 helps with sockets in artsian items..but I dunno. As a Master Artisan/Master Tailor, I can still spend as many tries making artisan items to get 4 sockets, as I do master items. I've honestly never noticed a difference since they changed sockets to begin with.
