What skill level do you need to make a schematic for Synthetic Cloth? I'm a Novice Tailor and can make the cloth but I don't get an option to make a schematic? I even tired using the public and personal crafting stations, still no go.

Make sure you're using a Clothing and Armor crafting tool next to the crafting station.

Are you sure about that? Make sure that you are really in front of the crafting station. I notice that some of them are pretty finicky about your location. A lot of them require you to be very close, although the one in Kaadra seems to go into effect for quite a long distance. That makes it a bad place to grind (although my usual place is in front of where my harvesters should be as I am waiting for that part of the server to load in the morning). Also, make sure you are using the correct crafting tool.
