HI can tailors make bleed resistant clothing?

I have an attachment that is

bleeding resistance 16

medicine experimentation 8

i want to know if any one can make a 16 bleeding resistance BE top so i can put this attachemnt in the shirt and the mde exp will stick

so far I can only find

combat bleeding def 18

BE pants

Depends on the BE, but i get +18 Bleed tissues from my BE which is probably about the highest your likely to find (+15 - 17 are more common)

bleeding resistance?

I need a +16 bleeding resistance made for me if it is.
