Can Twi'leks wear them? It won't let me equip it. I don't see why this would be restricted, so maybe it's a bug or I'm doing something off. Anyone know?

Are you a male? Flared jackets are female only.

quite true it is lame males can wear a number of the skirts but not the jackets =(
