Can your class make skill tapes and if so what level of class skill would I talk to? Secondly if you can craft tapes do you have any suggestions for tailors on Starsider? I think I've only seen one but I'm sure there are more of you there.

skill enhancement tapes are loot drops from NPCs. if you haven't had luck finding them, try looking on the bazaar

I knew that they were loot drops but I was also hoping that they could be produced...

We are suppose to have a way of building in clothes with skill enhancers using tissues produced by Biological Engineers. But that is so buggy as to be byond imagination

Can Twi'lek males equip the bone crest? Or just the females?
Is there a list anywhere of male and female specific clothing?

The Bone Crest is female-only.
This excellent Tailor's Catalog site has info on many of the male/female and racial restrictions. I don't think it's 100% complete (for example, I think there are a bunch of female-only skirts that aren't described as such), but it's the best that I'm aware of:
