There are two types of "Cargo pocket." The looted kind that drop off NPCs, which are a container that can hold 20 items. And the tailor crafted kind which are NOT a container but are simply a component used in making backpacks and some bandoliers.

They are a sub component used for making backpacks and some bandoliers.

To my knowledge they have no other use.

Looted ones are containers i beleive and cannot be used? (never tried myself but i heard they cannot)

The satchels and pouches dropped by Meatlumps and Ragtags in Coronet area are containers and can be used as such. They come in real handy. Never had so many containers before.

I've tried to use a looted cargo pocket in almost every pack and bandolier, they do not work in the crafting process.

Ages ago, you could use looted cargo pockets as components. And in those days, tailor-crafted cargo pockets also worked as containers, just like the dropped ones (and you could SET NAME, too). Then they nerfed them all, so that drops wouldn't work as components, and crafted ones wouldn't work as containers.

Still look the same and have the same names, though.
