And what shirt would it be?
I know that the tape looking skill attachments are drag-droppable on any socketed item, but the microchip looking type aren't, my question is, are Tailors the ones who can install these?
Also, does anyone know how to install skill attachments onto a backpack?
Thanks.

You can wear most shirts under armor I believe. I know Ubese for sure as it does have an Undershirt as part of the set.
The maximum number of sockets on any item is 4 i believe.
Anyone can use the skill enhance items. Just drag and drop them onto the item with sockets.

I think it's currently bugged with backpacks. Dragging and dropping them on the pack just puts them in the packs inventory and does not put them in the sockets.

Dragging and dropping isn't working for me either. My item looks like a panel.
