Depending on the tissue type you need to add it to either Synth Cloth or Reinforced Fiber Panels. If you look at the stickies at the top of the page you'll find an explanation of which goes where.

Or you could always just use the trial and error method, pull up the schematics for the Reinforced Fiber Panels and the Synthetic Cloth and see which schematic accepts what tissue 
(Of course the stickies are very awesome to refer to as well )
