Swg.allakhazam.com has a trainer database which is (mostly) accurate. I don't think there's a tailor trainer in Theed, according to this.

As far as I know, that's correct, there isn't one in Theed. There is one in Moenia though - cross the bridge directly across from the starport entrance and you'll find the tailor trainer right on the other side on the right.
