I am new at this tailoring thing and I feel dumb for asking, but where can I get a hold of enhancement tapes? What profession makes them?

Skill enhancement tapes are an NPC loot drop only. No one can make them. They used to drop frequently but are now much more rare. You might check your server forum or /shout in a crowded place to see if anyone is selling them. They are very rarely sold on the bazaar.
