Is there a way to repair decaying clothing? I know there are armor and weapon repair tools, but I've never seen a clothing one. And with this new decaying crap, all my expencive clothes are slowly rotting away. Anyone know how to get these fixed?

There have been clothing repair tools in game since day one. You've never seen one before because they were pointless, since no clothes decayed.
They're an artisan item, so Master Artisans can make the best ones.

Shop around on the bazzar for them and if you don't see any ask a few of your local tailors if they have any on their vendors. There should be lots more tailors stocking them since the last patch.
