"The crafting tool has a manufacturing schematic or protype in its output hopper. You need to make room in your inventory or datapad and remove the item before you can use the item again."
Neither my datapad or inventory is full.

This happens sometimes if I lag really bad or if I get kicked offline while crafting. Go to your crafting tool in your inventory and bring up the radial menu on it. hold your pointer over "start crafting" and you should get a secondary option off of it to empty the output hopper. It just means for some reason the piece of clothing didn't make it out of your tool into your inventory and needs to be pulled out before you do anything else

A guild member recently had this happen to him, he couldn't even get the option to get the item from the hopper until after he quit out (not just re-logged) and came back in. In general, that seems to be the fix-all for weird bugs like this
