If you haven't already found out, the defense mods are working in a strang fashion. If you wield a ranged weapon, only ranged defense matters (even against a melee opponent) and visa versa. With that being said can you experiment melee and ranged defense independantly to maximize one or the other?

That's more a question for the BE's who make the tissues that go into Bio Clothes.
However, I'll try to answer your question anyway.
My tailor character is just starting along so I'm probably not the best person to answer this; but I believe that you can't experiment on the mods independently and that they will always be equal to each other. I think experimenting will just get them both to +15 (or whatever the max is); anyway you can't get one to be +25 and the other to be +5.
If that didn't answer your question there is a great FAQ available for you to read over.

Been a few months since I've made any defense tissue, but I believe there is only one experiment line. Max bonus should be +18 to both.

I have seen some mods that only have 1 effect. I dont remember which one but it may have been the melee defense. I thought it was strange that it only had 1 stat on it but I just figured it may have been a looted clothing item.

If the mod was melee or ranged defense, then it could have been looted or, most likely, someone dropped an SEA with that skill mod onto the item. Got a +5 melee defense (single mod! WOOHOO!) CA on my vendor right now....

Yeah this should be in the BE section not tailor but being a master BE and checking here i will answer your query:
the experimentation of the range/melee ( Tensile Resistance, Toughened Fibers ) is a single line of experimentation. its not possible to experiment on one rather than the other. however sometimes due to funky rolls or fails its possible to get one line slightly off from the other. but only by like a singel point or so. and its totally random. and yes like was posted above max possible is +18.
