Tensile Resistance, Tensile Resistance and Tensile Resistance.
Quick primer for you: there are two types of tissues, according to how we use them. What people call "combat" or "active" tissues are those that go into reinforced fiber panels (RFP) which, in turn, can only be used with a very limited number of items. A few shirts, a few pants, almost every bandolier and a few jackets. Oh, and wookiee shoulder pads. One other limitation here is that none of these items can take RFP in 2 different slots when crafted -- they can't get a "double bonus" on the mods in one item. The other "non-combat" or "passive" tissues go into synthetic cloth (SC) and these can be used in many different items, including some that do have 2 different slots for SC and can give a double bonus. For tissues that go into RFP, most people want a +15 mod at minimum. For tissues that go into SC, you need atleast a +13 to max out the double bonus at +25 (even if you put 2 +18 mod cloths into an item, the finished product will cap at +25). Getting a +13 mod on a tissue is pretty easy to do -- getting higher than +15 requires some excellent resources.
And btw, if anyone asks, do us tailors a favor and tell people "No, you can't have BE mods in shoes, gloves or belts."
Seriously, tho, Tensile Resistance is by far the most popular BE'd mod I sell. Good to have it at least +15 on both mods (melee and ranged defense), since people will often only wear one item with it. Fear Release is probably next. Mods are to terrain negotiation and unarmed damage. Pathway Agents may also be worth a look. It gives a bonus to healing efficiency. Lots of docs/combat professions out there, but most I know would rather have the TR tissue. Not a very common seller for me, but they occasionally sell. All of these are combat tissues.
One pair of tissues that go well together are Scent Neutralization (combat tissue with concealment and mask scent bonuses) and Active Tranquilizers (passive tissue with taming wild/viscious creatures mods). Used to be quite popular with creature handlers. Even with the revamp, I'm not seeing many around.
The most popular passive tissue has got to be Active Biosensors. This was the one docs needed for buffs pre-CU and it still is useful for the new "buffs" -- mods to cure and augmentation efficiency.
Short answer: tensile resistance, active biosensors and fear release are the most popular for me.
Oh, if you have a twisted sense of humor, you can stand in the MO spamming that you have +18 Enhanced Myoflex tissues for sale. Mods are to entertainer mind wound healing and battle fatigue healing.

No mind wounds anymore either. Totally useless in its current form.
