Yep, it's not possible to get +25 using BE'd reinforced fiber panels. You would need twoRFP slots and no currentarticle of clothing uses two separate RFP slots.

Ok, so the duster takes 2 Identical Reinforced Fiber Panels. I created BE +13 Healing Reinforced Fiber Panels in my factory and placed two of them into a Spec Ops Duster. The Duster came back with +13 Healing Efficeny when I was expecting +25 (2x +13 = +26 but maxxing out at +25). Did I do anything wrong? Thanks

If bothpanels go in the same slot, you will only get the bonus from one.
