Hi there, Gurgo. 
I don't play on Eclipse, so I'm not sure how the resources are laid out there on Tatooine. Resources are randomly generated and they appear and disappear according to a timer (or if people mine them out). There isn't one "best" place to go to find resources.
There are a number of ways you can find resources like fiberplast. The easiest way would be to bring up the community window, click on the search tab, and select Tailor in the drop-down box. Ask the various people who show up on the list if they have any suggestions for fiberplast spots. If no one shows up or if you don't find any leads, your best bet is to take out your chemical survey tool, walk outside of town, pick a random direction, and start surveying! If there's more than one variety of fiberplast, be sure to alternate surveying among them. With enough walking and luck, you're sure to find a decent concentration.
