can these tissues be used when making a Smock and Sunguard or do they have to be used in combat clothing such as pants and shirts

Combat clothing. Fear release is usable in reinforced fiber panels only, most garments that use it are under Field Wear. So I hope you like Camos

for what it's worth, you can wear an undershirt and camos with a smock and sunguard and you'll look exactly the same as just the smock and sunguard
