^I already have tailor4 in artisan. What item gives the most xp to novice tailor.

If you have Engineering III or IV, make harvesters. They give the most GCXP in one shot, and they're actually useful. You can even sell them on the bazaar for a decent amount of money

if you don't have that kind of resource on hand try grinding Mineral/gas survey devices.

If you happen to have enbgineering 4 grind heavy axes.

I used to grind harvesters from time to time, but it tends to be very very resource consuming.
