Last night i actually put one on.... i had never tried as i thought they were female only.... how long has this change been in effect?

I'm pretty sure the Councilman's Robe has been wearable by both sexes from the beginning. You might be confusing it with a similar garment that's female only?

Yap! You may be confusing it with the Grand Healer's Robe. The GHR is female-only, but all other robes can be worn by both sexes as far as I remember.

I first learned last night that Smocks were males only. Blew my mind away.

hrm i seem to recall seeing tailor sites stating that the coucilmans robe was only wearable by females despite its name.... thats why it stuck out in my head... damn i'm goin crazy i knew it'd come to this but just not at such a young age

Smocks are male-only, but frocks are their female counterpart.
